On the other hand, the Category:Language policy in Russia suggests that Crimea is (legally incorrect), was (historically correct) or has always been (legally and historically incorrect) located "in Russia". So I'm not sure whether either category is applicable in this case; we could argue for both, neither, only "Ukraine" or only "Russia". Perhaps pragmatically, we could keep things as they are now.
