The vast bulk of posts come from a single range, my conclusion is that this is a convenient access for him. I'd suggest a range block for the single common range. Temporary blocks for other specific IPs may be in order, unless they are very active. There is one very active range which may be very active from this user. He'd have a limited number of routers in range of his home. He'd have to go out to access others, or use a form of remote access. I presume he is not sufficiently fanatic to actually fly to Argentina....

Actual complaint to one of the service providers could be in order, but I don't know policy on that; it would have to come from an official with such authority for WMF. My intention is to watch the patterns for a time, looking for correlations. He makes mistakes. Call it a hobby. This is unusual among the IPs Fd has used, having long term activity. Most of these IPs have never before seen an edit, or, when there has been something, there has been a long gap.

I don't have time to pursue it at the moment, but this IP has obviously been used by an experienced Wikipedian, something is fishy. Fd has claimed to have other accounts, and it is possible there are clues here. Or not, could be some frequently used access point.
