IS in violation of the Wikipedia code on: Harassment and personal attacks

We have a clear policy on Wikipedia of no personal attacks, and harassing other contributors is not allowed. While some forms of harassment are also clear cases of vandalism, such as user page vandalism, or inserting a personal attack into an article,

I'm relitivly new to this reporting process, but here is the situation. There is a person who sent a slanderous e-mail to a celebrity gossip site, claiming negitive things about Mitch Thrower, who is someone who's page I watch on Wiki.

the legal department found out who sent the e-mail (and they suspect it is user Rwilco)- and were worried for the safety of Mr. Thrower, because the person who actually sent the e-mail to the celebrity site that Rwilco201 keeps posting on the internet is a stalker.

We have reason to beleive that Rwilco201 is this Stalker, because he/she is propegating the fake letter sent to the gossip magazine that also posts other slander and gossip.

the gossip magazine published a retraction article, but this user Rwilco - who ONLY posts to this one page, obviously has some issues and an agenda to attack personally mr. thrower.
