Check the sockpuppetry: The user is a new user and it looks like he is a sockpuppet of one of the above IP or blocked / unblocked users.

Review the pattern vandalism: see the edit pattern of user user:Herbert von Karajan in the National Development Front pages: [1],[2], [3], [4],

Repeated POV / Vandals :look at the history page:[5]. You will see the above users are trying to tamper the document. This document was reviewed our administrators like user:Rama's Arrow, user:Aksi_great and User:Dbachmann. Consider Code G also. The user contributions(Special:Contributions/Herbert_von_Karajan) are only to put his POVs in some selective articles.
