There are a few dozen notable people with those names, although it appears that Haakon, Crown Prince of Norway is the only such person who is the eighth of their name.   You're right in that there has been no Haakon VIII anywhere, but that's not the issue with the redirect. The issue is it's a name the subject has never used, is not widely (or, ever) referred to as (officially or unofficially) and there's no guarantee he ever will use it, even if it seems highly likely to us.
