The fair use support for the inclusion of the file claims that there is coverage of the image being deleted. However, the sourced used at the article that this image was recently used in made no claim about a photo being deleted, just an article... and the photo indeed was not deleted, and can still be found on the website in question. Free (public domain) file may actually be eligible for copyright in the United States. Argument for public domain is that it was created by a NOAA employee during their official duties. Per [1] This appears to be incorrect as it was created by Paul Huffman who was a photojournalist for the The Elkhart Truth. Almost certainly a copyrighted image.
