The Australian copyright tag is clearly bogus, but it seems that this is actually a US publication, which would indeed be in the public domain if it had not been registered with the copyright office and did not contain a copyright notice. While the file description claims that there is no copyright notice, the scans available as previews here suggest that they did at least initially have a copyright notice, so I am not sure I believe the claim on the file description page without any evidence that the uploader has actually seen an entire copy. Another derivative of the same original seems to be available here, where it is credited to the French engraver Lavallee, fl. 1776-1825. So clearly in the public domain. It is orphaned, and I do think it is poor quality and inferior to many of the other options in c:Category:Louis X of France in art, but I suppose it is not a clear duplicate of any of them.
