The subject of this article has no significant coverage in independent reliable sources. I can only guess that the reason it has been kept in previous discussions has been the extreme systemic bias towards software, especially open-source software, on Wikipedia, because if it was about any other topic and had the same lack of independent reliable sources it would have been deleted in pretty short order.
