• Keep 8500 inhabitants is a strong claim to importance and notability. In any case we normally keep geographic location articles like suburb and village articles. • Keep Having started the discussion, I did some more research, did some cleanup to try to put it in intelligible English, and found a couple of refs for inline use. It's still not much of an article, but it's something. I think it probably needs a name change to something like Shapira (Tel Aviv neighbourhood).
