Keep- I've made some improvements and found some references which could go some way to indicate notability. I think the article could definitely be improved with some more rewording, and expanded to further prove notability and move it away form a WP:HOWTO. Part of the problem is that the article is mis-named, I believe. Looks like it should be "Provincial Nominee Program for Business," which yields a few Gnews hits, too. Shawn in Montreal (talk) 22:45, 20 July 2012 (UTC)[reply]
