  • Linking to a policy provides a stand-in for the underlying rationale. Presumably we link to WP:NOTDIR in order to avoid having to repeat the justifications in that policy. His rationale above was that the groupings of lists were overly narrow, untended and superfluous. That seems to be a pretty good rundown of some of the reasoning in WP:NOTDIR.
