Contested prod, prod removed without details given, original prod rationale: There are notable organisations that share this as part of their name. I am unable to find, however, a reliable source discussing the general structure of such organisations. This is not surprising, as there are no particular legal restrictions, no mandated structure; it is not even restricted to state-level organisations, as some city- and county- level organisations of widely varying function also have this as part of their name. In the end, its just a collection of three words that some organisations working in economic development - and that too in a non-mainstream sense - tend to use.
