As it is written, it's really hard to see why this shouldn't be merged to welfare in France. The article implies it is about a social institution, but it doesn't even give the name of the agency or organization. If it is about a concept, than well it should be merged to the welfare article, as social security and welfare are more or less the same concepts. Now, the picture suggest there is an institution called Sécurité Sociale, but the article does a great job of not mentioning it anywhere.
