Two things. 1) The Iraqi Memory Foundation was created and run by Kanan Makiya of the Iraqi National Congress. While Kadhimi was not a member he was associated with the INC due to his work with the Foundation. 2) Kadhimi is still the acting head of the Iraqi intelligence service.
