I don't have time at the moment to add this material (I'm horribly out of date as my professional research on Russia ended in 2002), but I really think that an article with this title needs to cover the changes in federal structure (the number and composition of subjects, the super-regions, the election/selection of regional heads etc.). For the experience of living in Russia (unless one is a bureaucrat) such changes probably have had more impact on everyday life than changes in the distribution of ministerial responsibility.
