Reviewed and removed a "citation needed" tag. I removed the supposed fact (that nobody has "seriously questioned" Walter Bagehot's interpretation of the English Constitution into two functional parts) because it is vague and not easily proved. It's not encyclopedic. And, it is off-topic in a section on the "Cabinet Government" that comprises only one of those parts. Also, cleaned up the citation/reference tag.
