The Medal for Outstanding Civic Service is a former Norwegian award given near retirement to Norwegian politicians but the articles are already well categorized under Category:Norwegian politicians. (The only exceptions are Olav V of Norway and Haakon VII of Norway, who are already well categorized under Category:Norwegian monarchs.) The award typically gets a passing reference in the body of the articles and seems non-defining.
