CE per talk. Avoid "trans women prisoners" by eliding as "trans women imprisoned in England", etc. Remove unsourced editorializing "(cis) women". BBC considers the Scottish policy more trans-inclusive in constrast to the English policy, so contrast as "only if...". Scare-quote "male genitalia" to keep it (ambiguous/misgendering term) out of Wikivoice.
