→Predictions: Changes: painted Russia and Kazakhstan as "Membership possible". Wikipedia article "Europe" describes that Russia and Kazakhstan are both partially within geographical Europe. There is no written law that would block their future entry to the Union should they meet TEU article 2's criteria. Azerbaijan, Georgia, and Turkey are all partially in Europe while Armenia is not in Europe at all. Why should Russia and Kazakhstan be excluded?Tag: Visual edit

Added the word limited to the sentence because the Treaty on European Union states the following in TEU 42.7: "This shall not prejudice the specific character of the security and defence policy of certain Member States." This means that if a member state is a neutral state, the defence clause doesn't give them obligations. In addition, the defence clause doesn't specify how member states are obliged to aid others.
