The linked website contains a slightly different logo (with coins). If this logo (without coins) appears somewhere on the website, then I guess that ((cc-by-1.0)) applies. Note that CC-BY states that "You must keep intact all copyright notices for the Work" but we are not keeping the copyright notice intact, which is a violation of the CC-BY terms. I guess inserting the copyright notice somewhere on the file information page is sufficient.

The issue is that the source given (although in good faith) might not be the copyright holder for the image concerned,

• This looks like a photo from something printed on a paper, possibly a newspaper. There are some black areas on the picture which could be dirt on a microfilm reader used for reading old newspapers.
