Not sure if this is the place to post a replay, but here goes. I was the person who originally uploaded the file to Wikipedia, and I did so with the express permission of William DesJardins, the Webmaster of Technocracy.ca [1] which is where I got it from (it came from a gallery of other pictures which is now located here [2]). William DesJardins is a member of the organisation Technocracy Incorporated which owns the photo, he got permission to digitise and upload the photo to the Internet from the organisation’s headquarters (where it was in an old archive). He told me that there would be no problem uploading it to Wikipedia (and the same for all the other photos he had archived) and told me to upload it under the Creative Commons License, since I couldn't quite work out all the different copyright categories on Wikipedia that seemed like the best thing to do. The organisation Technocracy Incorporated has given permission for these and similar photos to be used for the purpose of educating people about their movement, which is exactly what it achieves by being on Wikipedia. And since Technocracy is an anti-capitalist and anti-copyright ideology I find it pretty ridiculous for people to be worrying about this sort of thing. If you are in doubt about any of this you can contact William DesJardins though the website. If, for some reason the Creative Commons License is not applicable to this, then it may be applicable to some other category, such as fair use, perhaps.
