Ok, not being a Wikipedia expert or the likes, what does that mean, and what exactly do I have to do to get this "unfree image" status off this image? Also, what is OTRS?!?!?!??!?!

I'm not sure what country you are located in, or what particular copyright section code you are attempting to interpret, however these markers are placed by USA federal, state and locally sponsored and taxpayer funded organizations. As these are public institutions, the work is public domain. Many available books and publications that contain photos of these markers, have been published, and the publication itself is copyrighted. An example of this would be a source of reference for much of the Blackhawk war related research “Along the Blackhawk trail” by William F Stark c 1984 Library of congress catalog number 84-050598. This Book contains many photos of relevant historical markers. Unable to verify that this is available under cc-by-sa-2.5. The source URL (at least in my browser) merely prompts whether to download the image. The URL includes the text "boramanews"; not sure if this refers to boramanews.com, but that website bears a copyright notice and no mention of cc-by-sa-2.5 nor any other terms of free use.
