The paramount leader was Jiang Zemin at that point. Li Peng was never the leader of China per se, because the core positions are General Secretary, Chairman of the Central Military Commission, and more recently also President of China, of which Jiang had 3 of 3 when Deng died (Deng only ever held 1).
