This image is claimed to be licensed under a Creative Commons license but there is no such license at the source page. The source page does state "All rights of this site belong to Mashreq News news-analytical site and the use of its contents is unrestricted by mentioning the source" (as translated from Persian by Google translation). Dubious sourcing and licensing. The image is sourced to a Persian language wiki and may possibly be a mirror or partial mirror of Wikipedia. The subject (Hasan Ali Nejabat Shirazi) is deceased so it might be possible to convert to non-free usage if a proper source can be established. The Persian Wikipedia artile on the subject has no photo and a review of the history shows that a photo was removed after deletion. It might be that this photo was originally mirrored from Wikipedia. Probably not a "100% own work" (copyright-related). TinEye detects several similar images, one of them dates back to April 12, 2008 (http://forum.vncnus.net/viewtopic.php?t=10802&highlight=, exact image: https://legacy.lib.utexas.edu/maps/middle_east_and_asia/paracel_spratly_88.jpg). Most likely the "base map" was cropped to focus on Recto/Reed Bank and added some labels. The file description page itself lacks details and information about source and authorship. Additionally, there seems to be no explicit indication that "lib.utexas.edu" agreed to license the derivative work under CC licensing. Collage with muddled sourcing. It's unclear what image came from what book. We would need more evidence that these books are freely licensed or more likely where the books sourced the images from.
