So this one is a little weird. Normally, official photos of federal employees are taken by other federal employees in the course of their duties. Therefore, falling under a PD-USGov license. At first glance, this one appears to be fine. However, looking at the EXIF metadata gives a different impression. The author is listed as Steven Halperson of tisaraphoto.com (they are the owner per their LinkedIn profile). It doesn't appear that they are a federal employee nor are subject to the same PD rules as federal employees. I'll send them an email just to be sure but I wanted to bring this here to kill two birds with one stone. Majora (talk) 02:45, 24 December 2017 (UTC)[reply]

The federal government does sometimes use images made by third parties. These third parties don't seem to lose their own (copy)rights so these images would be non-free. Jo-Jo Eumerus (talk, contributions) 10:07, 1 January 2018 (UTC)[reply]
I did receive an email back from the photographer. They gave publication rights to the NCUA. They did not transfer copyright over to them. When I asked if they would be willing to release the photo to us under a creative commons license I never heard back. So at this point, with it being here for over a week I'm going to have to regretfully default to a precautionary delete position. --Majora (talk) 20:38, 1 January 2018 (UTC)[reply]
