That's Wikipedia-only permission, which is not sufficient. But it doesn't really matter since our (extremely odd) view is that text-only logos are treated as public domain. Delete: This 1989 Indian stamp is copyright for 60 years per commons:Commons:Stamps/Public domain templates. The image fails WP:NFC#Images #3 and WP:NFCC#8. This is a user-created flag that combines the flag of Syria with a set of Stars of David. The user apparently created the flag for display in user space, with the expectation that users that share his opinion would like to display the flag. Please also see Template:User Israeli Syrian Revolution, a userbox he has created. I think the user box and the flag are outside the scope of material that is acceptable content for user pages, and have nominated both for deletion to get wider input.
