Nominator's rationale: A relic of a very old ArbCom case. The committee does not do things this way anymore, and actually it is not clear to me if the committee even had anything to do with creating this category, (the user who created it stopped editing 13 years ago) but the topic area calmed down a long time ago and we don't usually categorize banned users by arbcom cases, and most of these accounts appear to be WP:SPA throwaway accounts so I'm not sure this was every actually useful.
