Nominator's rationale: These categories should be renamed to match their head articles, they would be eligable for C2D but for the fact that they have been through CFDs before, when the articles were at "Foo (district)" and "Foo (borough)" rather than "Foo District" or "Borough of Foo", see WP:UKDISTRICTS. The only one that could be potentially ambiguous is Eden due to the Eden District Municipality in Africa but that has been renamed to "Garden Route District Municipality" and probably wouldn't be confused with just "Eden District" anyway. Also the river is in Cumbria and is in districts other than just Eden.
