Function details: Every day, check the list of promoted Featured Portals for the month, much like Task 3 but for portals. If the portal is promoted and doesn't already have a star and talk page history, add it then archive the request. Same for if it's declined, but don't add the star and update the portal history. Not Exclusion compliant because there is no need. It would mess up the bot's processes.
