Function details: Completes this task. Uses a recipient list and puts John's message on their talk page. Respects redirects and bot exclusions (in case they want to opt-out). I plan on opening another BRFA to request permission to run other WikiProject messaging through requests on talk page (or perhaps through a toolserver interface) sometime in the close future.

Trial complete. The bot was able to successfully distribute the message. However, 2 problems were identified. The first was a bug in the redirect resolving. It would report an invalid article name and the bot would fail to post the message there. The second was a bug in the script I used to generate the recipient list.
