Function details: Adds or removes the "Vital article" template to level-4 articles. When adding, it does so at the end of a WPBS or "Banner holder" block if one exists, otherwise it adds it at the very end of section 0 (immediately before the first heading). This worked well in my manual edits to fix the level 3 list; for a few pages (Talk:Ring Nebula) it will not, but I can fix them manually on this run. In the initial run, I am not modifying the "Science" and "Society" lists; some discussion as to how they should be handled in the template (possibly involving a change for all currently-listed pages) is needed.
