Doesn't appear to meet WP:GNG or WP:BIO. The only web sources I could find are mostly focussed on this movement PTM. I cant find many reliable sources that are independent of this subject. The coverage that exists for this person consist mostly of routine coverage of the movement and a few articles regarding his arrest. - As a side note, as I have written before, the nom Kami2018, who is mass reporting Pashtun articles for deletion, has disruptively edited articles about Pashtuns in the past and was recently given "last warning" on his talk page twice for removing sourced content from various related articles.
