I just don't find him notable. I don't find him anywhere near the qualification standards under WP:MILPEOPLE. This "Officer of Legion of Honour" doesn't seem like an award either. He was just appointed as an officer to one. Besides, most of the sources in this article are service records, something every soldier has. I've looked into him on Google and it hardly yields any results. The article is indeed informative, but I do not think it substantiates enough significance for a standalone article.
