This article is an essay, largely presenting the views of the UN but in Wikipedia's voice. It is a violation of WP:NOTESSAY. Yes, the topic is notable and the article could be rewritten, but this rewriting would have to be comprehensive and has not taken place in the more than 10 years that the article has been in a terrible state.
