This article is an essay, largely presenting the views of the UN but in Wikipedia's voice. It is a violation of WP:NOTESSAY. Yes, the topic is notable and the article could be rewritten, but this rewriting would have to be comprehensive and has not taken place in the more than 10 years that the article has been in a terrible state. Keep. WP:TNT is an essay, not a policy or a guideline, and is used simply as an excuse for laziness. If a topic is notable, as this obviously is (just look at the Google Books hits above where you will see several books from academic publishers about this very topic), then anyone who is unhappy with the content should change it, which can include replacing it entirely, rather than call for deletion. 86.17.222.157 (talk) 20:11, 23 October 2017 (UTC)[reply]
