Keep and revert back to this version from 21 July before it was completely rewritten by various ip's. The current version is promotional and possibly copyvio or at least close paraphrasing. The older version may need some work as well but that's not a reason to delete and I have found a number of independent refs that support notability (I want add them just yet in case it is reverted). Merge and redirect to Institution of Engineers (India) - there is enough sourced content to add a useful section to the target so a straight redirect would not be a good idea.
