I am E. Whittaker, an intern at Wikimedia with the Scoring Team to create a labeled dataset, and potentially a tool, to help editors deal with incivility when they encounter it on talk pages. A full write-up of the study can be found here: m:Research:Civil_Behavior_Interviews. We are currently recruiting editors to be interviewed about their experiences with incivility on talk pages. Hello, Zanimum. Voting in the 2018 Arbitration Committee elections is now open until 23.59 on Sunday, 3 December. All users who registered an account before Sunday, 28 October 2018, made at least 150 mainspace edits before Thursday, 1 November 2018 and are not currently blocked are eligible to vote. Users with alternate accounts may only vote once.
The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

The file File:Books fishing for fun.jpg has been proposed for deletion because of the following concern:
Non-free book covers, etc. are generally considered acceptable when used for primary identification purposes in a stand-alone article about the books in question per item 1 of WP:NFCI; however, their non-free use in other articles tends (such as articles about the author) tends to be much harder to justify per WP:NFC#cite_note-3. Although this file is technically not the cover art itself, it's non-free use in Herbert Hoover#Post-presidency is pretty much decorative only and fails not only WP:NFCC#1, but also WP:NFCC#8. The book is mentioned only by name only once in the article (Herbert Hoover#Writing), so there's no real justification to use it for identification purposes per WP:FREER and WP:NFLISTS; moreover, the context for non-free use required by NFCC#8 is also lacking since there's no real critical commentary about the book or it's cover anywhere at all in the article.
While all constructive contributions to Wikipedia are appreciated, pages may be deleted for any of several reasons.

notice, but please explain why in your edit summary or on the file's talk page.

ArbCom would like to apologise and correct our previous mass message in light of the response from the community.
Since November 2018, six administrator accounts have been compromised and temporarily desysopped. In an effort to help improve account security, our intention was to remind administrators of existing policies on account security — that they are required to "have strong passwords and follow appropriate personal security practices." We have updated our procedures to ensure that we enforce these policies more strictly in the future. The policies themselves have not changed. In particular, two-factor authentication remains an optional means of adding extra security to your account. The choice not to enable 2FA will not be considered when deciding to restore sysop privileges to administrator accounts that were compromised.
We are sorry for the wording of our previous message, which did not accurately convey this, and deeply regret the tone in which it was delivered.
