Inline references are essential to biographies of living people and this doesn't have any. Those it does have don't indicate Notability. The single-purpose author almost certainly has an undeclared Conflict of interest. These issues also apply to your other Draft:Suman Kumar Mallick (POLITICIAN).

WIKI REPORT - the fact that you are "a big supporter" and Suman Mallick's son are two very good reasons why you shouldn't be writing the article. Wikipedia articles are written from a Neutral point of view. Editors who are closely related to the subject of an article have a Conflict of interest meaning they can't write in a Neutral way and shouldn't be trying to. The comment the reviewer left was:
There have now been 3 comments of 'Wikipedia requires significant coverage (not just mere mentions) about the subject in published, reliable, secondary sources that are independent of the subject', but the editor has totally ignored them, wasting everyones time. The subject clearly does not satisfy WP:GNG and further resubmission will be considered as being disruptive.

Still missing inline citations. Newly added references have no significant coverage about the subject, a prerequisite to satisfy WP:GNG, (which has now been stated 6 times and is continued to be ignored) NO SIGNIFICANT COVERAGE = NO ARTICLE.
