Hi Parentsp - I am a member of the Arbitration Committee. Please do not worry too much about the format in which you submit information to the Committee; clarity is much more important than using the right format. It might be best to send us some of the details via email; we may be able to assist in resolving the situation without a full-fledged case. The arbcom-l mailing list is the primary venue for internal Arbitration Committee discussion on all matters under the Committee's remit. The mailing list address is arbcom-llists.wikimedia.org.
