That article was pretty bad. Thanks for working on it. But you removed a lot of cited content (even adjacent to content that has many-years-old "uncited" tags). That doesn't seem on its face like "cleanup". Could you please explain more clearly your basis for specific removals, and keeping other related uncited content? We have a few divisions without references for their location - eg 7th and 16th Mechanised Divisions in Second Army (Egypt).
