I have unblocked the account to allow for a username change request. But there are two issues to mention. First, Jéské Couriano is correct that the proposed name is equally unacceptable. Second, since the account only has two edits it'd be simpler for everyone if the user simply abandoned the account and created a new one with an acceptable name.
