Rule of law city is a term given to an American city that is specifically declared to offer no protection for illegal immigrants. Following the example of the "sanctuary city" term, this designation appears to have no legal meaning.
The term appears to have first been used on April 28, 2010 by Costa Mesa Mayor Allan Mansoor (an honorary member of the Minuteman Project)[5] in designating Costa Mesa as the first such city.[6] Its city council passed a resolution on May 18 to officially apply the designation;[7] Mayor Mansoor announced the passage of the resolution to a national audience on On the Record w/ Greta Van Susteren on May 19 and on Happening Now on May 20.[8]
