Both the hook facts are present in the article and supported by reputed sources. I have checked the article's history and listing three editors for this nomination is fine. I will give this some thought, but in the meantime let me ask this - Is it appropriate to use the term "ISIL" in the first hook given this excerpt from the article (bolding is mine)?

"According to the United States Department of Defense, ISIL leaders in Syria have acknowledged Sahrawi's allegiance through their Amaq News Agency but ISGS "has not been formally recognized as an official branch of ISIL".[2]"
