Paying a fee to watch the final is not unusual but Crystal Palace was odd as people actually had to pay double: first to get into the park, later to get into the stadium. Although there were some Tarzans around who only did the first thing and climbed in trees outside the stadium to get a glimpse of the action:)

I think it was his own decision. The 1913 final was viewed by more than 120,000 people in the stadium and football became bigger and bigger, so the King must have been curious.
