User talk pages are one way in which editors may communicate with others about Wikipedia.

Greater latitude is extended for removing content from user talk pages. Wikipedia policy does not prohibit users from removing content from their own talk pages, although archiving is preferred. [1] Removing a warning is taken as evidence that it has been read by the user removing it (generally, the user associated with the talk page). Deleted warnings can still be found in the page history.[2]

User pages let editors provide some general information about themselves; user talk pages are for communication. Neither kind is intended as a 'wall of shame' and should not be used to display supposed problems with a user unless the account has been blocked as a result of those issues. Any kind of content which truly needs to be displayed, or removed, should be immediately brought to the attention of administrators instead of edit warring to enforce one's views on the content of someone else's user space.[3]
