Previous closure at Wikipedia:Files for discussion/2016 September 11#File:Newport Murals1.jpg is faulty. ((FoP-USonly)) applies to unfree buildings of no-FOP countries, not copyrighted public art that are not architecture. English Wikipedia follows U.S. copyright law, hence applies U.S. architectural FOP to unfree buildings. There is no U.S. FOP for other protected public art however.
