Well, be bold - go ahead and write a small article. Account for all sides, don't dwell on the players or make it sound like an ad, but focus on the concept and why cultural strategy / cultural planning has done a difference to a lot of people. If it's an important subject, it might very well become a good article. If not, the wikipedians will give some small hints :-) Keep your head up, if you have some information to share that is truly interesting to lots of people, please go ahead and try it out. Cheers!
