The figure 21196 km is valid for the total length of all sections of the wall that have been erected during the history. It also includes sections that are more or less lost. The figure 6400 km is in the range of the length of the Ming dynasty wall, that pretty much correspond to the main part of the todays preserved sections. This isn't very surprising, considering the numerous bends present along the course of the Great Wall, arising from the rough topography it traverses. Likewise, the coastline of Norway is three times the circumference of the world. However, when you take into account the various fjords and islands along Norway's coast, it begins to make sense. The Chinese guards which patrolled the wall, were born, lived and died by the wall without ever having left it.
Much of the construction work was undertaken by convict labor. Convicts who completed their time would then be employed as guards to patrol the wall.
